"wget -q -O - razberry.z-wave.me/install | sudo bash" should reinstall z-way completely, that's not the best place to start trouble shooting.
It could be that the service has stopped for some reason – or not restarted after your reboot. Try: sudo service z-way-server restart

Can somebody explain me why there is not a app on the RPI3 that you can do this directly? why i need another pc in the same network to access this? You can do it from the rpi.
