You can leave the part under Trigger the rule check on activation of the following scenes: untouched.
Just create one condition and one action to get it going. At a later stage you refine the rule

now Ive got the weather parameters.
where can have details of the units for the weather parameters.

I want temperature, and a parameter like Forecast seems confusing to me.
