is it possible to include an UZB1 stick as Static Update Controller (SUC), is this mode supported by UZB1 hardware?

Sure, it is. You primary should assign SUC role to UZB1

I've tried to enable it in OpenZWave options.xml file by adding
<Option name="EnableSIS" value="true" />
Which result for a UZB1 in a OZW_Log:

It does not support EnableSUC, since it is on by default (according to Z-Wave Plus specs). It can become SIS with no problems. Please check it with OZW support. With Z-Way s/w it works in SUC and SIS mode.
