Cheap "Repeater" Device

I'm looking for something that I could buy a few of and place them around the house to increase Z-Wave coverage. I currently only have the hub and one sensor, but the location where I've put them they do not reach each other. Plus when I get more devices, I'll need more coverage. I was thinking of just getting a couple like Z-Wave plugs or something to get the signal over. So far the best thing I can find is this:

Would that work as a repeater? Is there any issues with not having anything connected to it and just have a bunch of them around the house to extend my Z-Wave coverage? Is there anything cheaper/better I could use for this?

Also, there are cheap "add-on" switches for regular Z-Wave switches. I know those wont control a load by themselves, but do they at least repeat a signal? If so, then I can just buy those and place them in a few places around the house.
