Installation fails

Hi,
I try a fresh install on raspian 9.11 with: https://storage.z-wave.me/RaspbianInstall
The second last line fails of course. What should be written there? What about the general settings- port 8083 should be redirected via ssh to 10000? What should be running on 10000? mongoose?
